Who pulls a roofing permit in Grand Junction, what it costs, how long it takes, and what inspections are required.

Roof replacements in the Grand Valley require a permit. Here’s how the process works.

Do I need a permit?

Yes for:

  • Full roof replacements
  • Tear-offs and re-roofs
  • Adding a second layer of shingles
  • Major structural repairs to roof decking

No for:

  • Small repairs (a few shingles)
  • Flashing repairs
  • Patching leaks

Who pulls the permit?

The licensed contractor pulls the permit. We handle it for every job. You don’t need to do anything.

Different jurisdictions apply:

  • Grand Junction city limits: permit pulled through the City of Grand Junction Community Development
  • Unincorporated Mesa County (most of the Redlands, Orchard Mesa south, Clifton, Loma): permit pulled through Mesa County Building Department
  • Fruita, Palisade, Collbran: those small cities have their own permit offices

Cost

  • Grand Junction city: typically $50-$150 for residential roofing
  • Mesa County: similar range
  • Fruita/Palisade: may be slightly lower due to smaller staff

Timing

  • Grand Junction city online submittal: 1-3 business days
  • Mesa County: similar
  • Small cities (Fruita, Palisade): sometimes same-day in person

Inspections

Both the city and the county require two inspections for most residential roof projects:

Mid-roof

  • After tear-off, with deck exposed, underlayment installed
  • Inspector checks decking, underlayment, drip edge, flashing

Final

  • After project completion
  • Inspector verifies proper installation and cleanup

Common issues

  • Unlicensed contractors pulling permits: Happens occasionally. Always verify your contractor is licensed in the jurisdiction where the work is happening.
  • HOA approval delays: If you’re in an HOA, the architectural committee approval is separate from the building permit. Both are required.
  • Work without a permit: Can result in stop-work orders, fines, and problems when you sell the house. Don’t skip this.
